Ans – 1 Freedom of Speech and Democracy
Freedom of speech is the fourth pillar of democracy. Democracy is the government for the people, of the people and by the people. This right of expression gives us a right to criticise and ask the state to function properly and work as it is obliged to. Freedom of expressions gives us something more than just existence, it gives us a reason to live with dignity. It makes us a social being.
Article 19 of Universal Declaration of Human Rights states: “Everyone has the right to freedom of opinion and expression, this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”
The right to expression is essential for our autonomy and free will, to an individual’s right to self-development, and to truth seeking.
If citizens are to be able to rule as democracy requires, it’s after all the rule of the people by the people. If citizens are to be able to rule, they must be able to communicate freely, including with those that they elect and who govern them. They must be free to criticize, question, challenge, all of which requires full access to information and ideas. Freedom of expression teaches tolerance and builds tolerant societies.
In recent years it has been seen that political parties have become so intolerable to matters against them that they choose violence over citizens, and it has been found that most of the aggrieved parties had just expressed their general views on social media. Sometimes it is seen that illiterate political supporters who lack the basic knowledge of the English language infer some different meanings of tweets, statements by people posting online.
As George Washington said, “If freedom of speech is taken away, then dumb and silent we may be led, like sheep, to the slaughter.”
Ans- 2 The future of English in India
English is a foreign language. But it is an international language because it is spoken and written in many countries of the world. Before 1947 it was the official language of the world. After the Second World War it lost its past prestige.
Importance of English
However, still English is an important language of the world. It has its importance in Science, Industry and Politics. So people learn it. The people who want to go to foreign countries for further studies in literature or in any other subject, learn it. This language is the medium through which people of the world understand one another. Thus English has the prestige of international language.
A controversy about the future of English in India
Here is a great controversy whether English should continue in free India or not. The two views give their own arguments in for and against the existence of English in India.
First view of people
First, English is the language of the English. It was brought into India by the British rulers. Now we are free. Our freedom is meaningless so far we have not our own language as our national language. We no longer want cheap clerks like the English. Masters.
Secondly, English is a difficult language to learn. Most of the time of the students goes to the learning of English explanations, Essays, grammar and translation. Students are frightened of it.
Thirdly, a language is a medium to express oneself and be understood. When we already have a rich language like Hindi, why is English imposed on us ?
Fourthly, a free country must have its own national language. Without its own national language no country in the world has ever progressed. We have the example of Japan before us.
Fifthly, the Indian languages cannot have free development unless English is abolished.
Second view of people
Some people support English on the following grounds :
First, India is a developing country. It is necessary to change the economic, social and political life of the people. For this purpose English is necessary to understand the books on different subjects.
Secondly, our foreign policy is based on peaceful co-existence. Some good medium is necessary for the exchange of ideas. Hence, English is necessary as it is widely used in the world.
Thirdly, the literature of English is full of scientific and technical development. We have to take its help.
Fourthly, English is an international language.
Conclusion
We conclude that both the views carry weight. But English is a foreign language. It must go sooner or later.
